This paper attempts to contrast the traditional view of there being a fundamental trade-off between productive efficiency (and/or growth) and social equality against the current knowledge on these matters as mediated by theoretical and empirical analyses reported in the more recent literature of this particular field. An overall conclusion from the subsequent, yet far from comprehensive, overview is that the relationship between inequality and economic growth, as well as the underlying mechanisms, is still far from being well understood. This non-technical paper attempts to explore our current state-of-knowledge on the economic benefits arising from company-provided training. More precisely, it reviews the empirical training literature in the search for answers to the following policy-relevant questions: What kind of training do companies provide? Who is trained, to what extent, and for which reasons? Do the trained employees experience an earnings advantage over the non-trained? Do training enhance employability, job mobility and promotion? Does the company benefit from its training investments in terms of improved productivity, competitiveness and profitability? Does the economy, and the society at large, benefit from companies' efforts to develop the skills of their labour? The review can be described as a scratch on the surface, with the emphasis being on some of the most recent empirical research on the training provided by companies and the economic implications of these activities for the employees, the company and the society. Despite a growing interest in investigating the incidence, determinants and impacts of companyprovided training, evidently inspired by better data and more sophisticated techniques, our current knowledge on the role and importance of the huge amounts of money that companies annually invest in the human capital of their employees is still quite limited, often involving contradictory findings. Consequently, great cautiousness is needed in drawing policy implications concerning the crucial questions of inequality of access to company training, on the one hand, and training market failures, on the other. – companies ; provision of training ; effect of training ; Tämän ei-teknisen katsauksen tavoitteena on hahmottaa tämän hetken tietämystämme yritysten tarjoaman koulutuksen taloudellisista hyödyistä. Alan empiirisestä kirjallisuudesta etsimme vastauksia seuraaviin koulutus- ja talouspoliittisesti keskeisiin kysymyksiin: Minkä tyyppistä koulutusta yritykset tarjoavat työntekijöilleen? Keitä yritys kouluttaa, missä määrin, ja mistä syistä? Hyötyvätkö työntekijät saamastaan koulutuksesta korkeamman palkan muodossa eikoulutettuihin kollegoihinsa verrattuna? Edistääkö työnantajien tarjoama koulutus yksilöiden työllistymistä, liikkuvuutta ja urakehitystä? Ovatko koulutusinvestoinnit hyödyllisiä yritysten tuottavuuden, kilpailukyvyn ja kannattavuuden kannalta? Hyötyykö yhteiskunta yritysten pyrkimyksistä kehittää henkilökuntansa osaamista? Vastauksia näihin kysymyksiin etsittäessä, pääpaino kohdistuu viime vuosina julkaistuihin tutkimuksiin yritysten tarjoamasta koulutuksesta sekä sen yksilöille, yrityksille sekä yhteiskunnalle tuottamasta taloudellisesta hyödystä. Yritysten tarjoaman koulutuksen vaikuttavuuden tutkimuksen suosio on kasvanut merkittävästi viimeisten kymmenen vuoden aikana. Osittain tähän ovat vaikuttaneet käytettävissä olevien aineistojen määrän ja laadun paraneminen sekä sofistikoidumpien tilastomenetelmien kehittyminen. Silti joutuu toteamaan, että nykyinen, teoreettiseen ja empiiriseen tutkimukseen pohjautuva tietämyksemme yritysten vuosittain henkilökuntaansa investoimien resurssien taloudellisesta merkityksestä on edelleen yllättävänkin vähäistä. Kokonaiskuvan hahmottamista hankaloittavat myös osittain ristiriitaiset tulokset. Nykyinen tietämyksemme antaa pohjan vain hyvin varovaisille politiikkasuosituksille. This overview report on flexibility and competitiveness for Finland starts with an outline of the performance and consequent restructuring of the Finnish economy over the past two decades. It then continues with a presentation and discussion of Finnish technology policy and the ICT miracle of the 1990s, which are key supporting factors behind the Finnish success story. The focus then shifts to an outline of the main features of labour market legislation and organisations, including the collective bargaining system implemented in Finnish working life, and the main modes of labour market flexibility. The failure to achieve equitable access to university studies has turned the focus to the funding of European higher education systems. Since the large amounts of public subsidies injected in tertiary-level education have not succeeded in reducing disparities in access for children from different social backgrounds, this is seen as compelling evidence for there being a need to revise higher education financing not only on efficiency but also on equity grounds. Such policies are already pursued, planned or intensively discussed in most of Europe. More equitable access to and participation in university education through changes in the funding sources and mechanisms is a challenging policy with long-term implications. Hence, it should preferably be based on reliable empirical evidence. This raises the question of what the theoretical and empirical literature actually tells us about these matters. How severe is the under-representation of students from a socially disadvantaged background? Has this inequality changed over time across and within European countries? What role does funding play? Have the changes in funding systems already undertaken in several European countries improved the participation of students from low-income families? This review paper aims to answer these important questions by drawing together the available evidence, by contrasting it against pursued educational policies and by pointing to still existing knowledge gaps.

The availability of new internationally-harmonized innovation survey data collected from OECD countries has created some interesting opportunities for studying the following two key areas: (1) the determinants of innovation behavior at firm level, and (2) innovation as an important factor contributing to the economic growth. This paper looks at the relationship between innovation and productivity in Finland, Norway and Sweden at the firm level. Although these countries enjoy a high degree of political, social and cultural similarities, they differ largely from one another in their productivity growth and national innovation systems. The main objective here has been to examine how an identically-specified econometric model might work when the survey sampling and questionnaire are identical but the national data sets are estimated separately. Findings from the micro-based data in Europe known as Community Innovation Survey (CIS) data were subsequently investigated to see whether or not they contributed to explaining the presence of cross-country differences in aggregated productivity growth. Results reveal major discrepancies between the estimated firm-level results and the aggregated figures. Differences in the country regression results were investigated to see whether they were due to data errors, the econometric model, model specifications, estimation methods or unobservable country-specific effects. The tentative conclusion is that the representativeness of the respondent firms, the model specification and unobservable country-specific effects may partly account for the deviations between macro and micro levels.
